Yes I think geo-arbitrage is one of the most important things as it pretty much buys you more freedom and flexibility while reducing any financial related stress. Combine this with a respectful culture and you have a win. Even if you have to compromise in less important areas.

I think it comes back to maintaining the two natural laws that I wrote about.

1. Do all that you say you are going to do (fulfil contracts and obligations).

2. Do not aggress against other people or their property.

There are plenty of bad laws/regulations so I guess I would advise that the closer you can get to these principles the better.

I'm not sure lighter touch governance directly leads to lack of institutional stability as for an institution to survive it needs to prove its worth in the free market. This would mean dodgy institutions don't survive.

I guess when you do have even lighter touch regulation, people still rely on the government instead of relying on themselves to do a risk/benefit analysis on any institution that they deal with, which leads to problems because of government inefficiency and incompetence.

America became one of the most prosperous nations on earth without an income tax, which was only instituted there in 1913. U.A.E is another example which seems to have strong institutions and no income tax.

I guess I would advise to generally go where you feel more free and that should do the trick :)
